Bill Propper brings more than 40 years of experience in the insurance and financial services industry to his role as President and CEO of 3 Mark Financial.

Bill began his career as an insurance producer in 1985 and joined Protective Financial Services, the original founding organization of 3 Mark Financial, in February 1987. In 1997, he co-founded 3 Mark Financial in partnership with then-CEO Jerrell Clay. Throughout his tenure with the organization, Bill has held a progression of leadership positions, including General Agent, Unit Manager, Regional Manager, Regional Vice President, and Chief Sales Officer, before acquiring the firm in 2018.

Today, Bill provides strategic leadership and direction across 3 Mark Financial, working closely with the company’s leadership team to drive growth, strengthen distribution, and expand the resources and opportunities available to the producers and organizations 3 Mark serves. He also serves as the company’s primary relationship leader with its insurance carrier partners.

Bill serves as the OSJ for 3 Mark’s broker/dealer, Cetera Wealth Services, LLC, and is a Registered Principal and Registered Investment Advisor.

A respected voice within the industry, Bill serves on the Management Advisory Councils of numerous insurance carriers, providing insight and advice on industry trends, distribution, and corporate direction. He previously served as Chairman of the Board of Insurance Designers of America (IDA) until its merger with LIBRA Insurance Partners and currently serves as a partner and board member of LIBRA.

From his beginnings as a producer to leading 3 Mark Financial today, Bill’s career has been defined by a commitment to building strong relationships, developing distribution, and helping financial professionals grow their businesses.
